Application Guidelines
The Project name "ARCUS" is derived from the Latin word "gate,"and coined in with the words ART x FOCUS. The program was initiated in 1995 with an aim to become the focus of artistic activities. In its second decade, ARCUS's vision is to become a laboratory and an archive for creative and innovative ideas.
The ARCUS Project Administration Committee would like to invite qualified young artists who work in experimental and progressive modes of expression, and could provide the community with new and invigorating perception on contemporary issues.
I. Introduction:
The ARCUS Project is an artist-in-residence program organized by the Ibaraki Prefectural Government that was launched in 1995 with a focus on nurturing young and mid-career visual artists and on fostering grounds for international exchange in the arts as well as in the local community. To date, 62 artists from 22 countries/regions have been invited to participate and engage in activities of their creative work, research, and cultural exchange programs.
The program has so far aimed to serve two purposes. The first is to provide opportunities to young and mid-career visual artists to develop their artistic concepts and skills in a community setting and facilitate them with an environment for cultural exchange at professional level and community level. The second is to provide the local residents an opportunity to appreciate art in their local community and to nurture grounds for multicultural experiences through programs such as workshops and seminars.
In its second decade, ARCUS aims to become a laboratory and archive for creative and innovative ideas. Hence, we will focus on artists who work with experimental and progressive modes of expression to take residency so as to provide the community with fresh and invigorating perception on contemporary issues.

ACC and Asahi Beer Arts Foundation have generously provided ARCUS with special support for artists to be invited to the residency program in the past years.

Period of Residency
Late August, 2007 through mid-December, 2007
The studio will be available to artists for the maximum of 4 months period. Artists are expected to be in residence for Open Studio (scheduled around mid-November to mid-December) and present the outcome of their activities during the residency. The ARCUS Project Administration Committee will determine the final dates of residency for each artist.
Residency Location and Environment
The residence program takes place in Moriya City, Ibaraki Prefecture. Moriya City is located at the southern edge of Ibaraki Prefecture, and about 40km from Tokyo. Access from the local train station to central Tokyo is approximately 35 minutes by express train. It is a bed town with a population of approximately 50 thousand people. The campuses of Tokyo National University of Fine Arts and Music and University of Tsukuba, which are national institutions with excellent education in the arts, are located in the neighboring cities.
The artists are provided with a studio in a converted elementary school building, which is now used as a community center named "Moriya Manabi no Sato." The building is shared with the local residents who use the facilities for cultural, athletic, and community activities.
III. Eligibility:
The Applicant should:
- be an artist engaged in contemporary
visual arts activities
- have legal permission to enter Japan
- be in a state of good health and able
to carry out daily activities on their own
- have enough English language skills
to communicate with administration staff and local community
- be in their late twenties or thirties
* Students who are enrolled in undergraduate or graduate schools at the time of application or during the residency period are not eligible.
* A unit of two artists can also apply to the residency. However, all the program provisions (transportation fee, allowance, apartment, etc.) will not be provided per person, but per group only.
* We are unable to accept the application from a group consisting of more than two people.
IV. Program Obligations:
In participating in the residence program, applicants are
obliged to:
- be motivated in creating experimental and progressive artworks/art projects in the ARCUS studio environment, and conducting research and exchange activities in Japan
- capitalize on their experience in Japan for their future activities
- present the artwork and/or an outcome of their art project at the end of the program
* Open Studio is scheduled from mid-November to mid-December 2007. Artists are obliged to be on site for installation, presentation, and de-installation of the Open Studio.
* Reference: In the ARCUS Project 2006 program, the artists presented their works during the 9 days of Open Studio from December 2 to December 10.
- be open to cultural exchange with the local community and other ARCUS residency artists
- participate in official public/community programs including open studio, etc. on the designated dates
* The official public/community programs for the ARCUS Project 2007 will be finalized by the organizer. The information will be shared with the selected artists before starting the residency.
* Reference: In the ARCUS Project 2006 program, the following activities took place as official public/community programs
- Welcome party (half day)
- Courtesy visit to the prefectural governor's office (upon arrival and departure; half day each)
- Courtesy visit to the mayor's office (upon arrival and departure, half day each)
- Press club interview at the prefectural government (half day)
- Day trip around Ibaraki sightseeing spots (1 day)
- Prefectural community festival (2 days)
- Municipal community festival (1 day)
- Slide presentation and symposium (1 day per artist)
- Kids day: visits to the studio by local elementary schools (1 day)
- Workshop at the elementary school (1 artist among 5, 2days session)
- Open studio (9 days)
- follow regulations of the studio building "Moriya Manabi no Sato" regarding smoking, cleaning, etc.
- give first priority to the ARCUS Project during the designated residence period.
* In case, artists are scheduled to participate in other artistic activities and exhibition during the ARCUS residency period, they are obliged to inform the ARCUS Project Administration Committee and obtain consent in advance, before the residency period
- to use the studio for more than four-fifth of their stay, excluding Saturdays, Sundays and national holidays, and to notify the Studio Office when leaving Moriya for a certain duration for research purposes accompanying artistic activities
- refrain from carrying out profit-making activities during the program
- cooperate with the program organizers/staff for publicity and other activities related to promoting the program
- be cooperative to interviews and other requests from various media such as newspapers, TV, public relations magazines of Ibaraki prefecture and Moriya city
- agree that the copyright of all the photos and footage which records the activities during the residency belongs to the ARCUS Project Administration Committee
- be cooperative to requests concerning use of above mentioned photos and footage for the publicity and promotion for the ARCUS Project
- follow the program obligations as listed above, and sign the statement of mutual agreement and points of concern upon invitation. Artists who breach the agreed conditions and obligations may be subject to cancellation of the invitation and all provisions, withdrawal of partial provisions, or refund of allowance and airfare paid in advance, depending on the scope of violation.
V. Program Provisions:
The program will provide participating Artists with the following:
Studio
A classroom converted into studio is provided for each artist. The classroom area is 67.5sq.m. (W:9m x D:7.5m x H:3.3m) and equipped with broadband access to the Internet (network only, no computer) and air conditioner. Fax and telephone (domestic calls only) are available for share at the Studio Office.
*Artists are required to bring / prepare specific tools and equipment necessary for creating their artworks. Our studios are not equipped with professional facilities such as workshop and editing room.
Accommodation
Each artist will be provided with a furnished studio apartment that is equipped with minimum electric appliances near the studio.
Studio Office
Studio Office consisting of a director and two coordinators are available at the Studio Office to support the artists with their activities during their residency. They will coordinate meetings with Japanese arts professionals, assist artists in making arrangement necessary for the artwork/ art projects, and also facilitate communication with the local community.
Catalog
A catalog will be compiled to document the record the activities related to ARCUS Project and the artists during their residency.
Airfare
Round-trip airfare (discounted economy class) from the airport nearest to Artist's home to Narita International Airport.
Allowance
Artists are expected to be provided with 100,000 yen for meals, local transportation, and other basic expense and 100,000 yen per month for expense related to their artistic activities, including the purchase of materials, tools, research, etc.
The allowance
- will be confirmed at the time of invitation
- includes tax and calculated on per diem basis
- will be transferred to the Artist's personal bank account in Japan on the designated date every(The Studio Office will assist artists to open a bank account in Japan after their arrival).
Insurance
Foreign participants who reside outside Japan will be covered by foreign travel accident insurance (30 million yen in case of death, or up to 2 million yen for medical treatment). Any past illness, chronic disease, and dental treatment will not be covered.
VI. To Apply:
Fill in the attached application form (basic information, summary of your artistic activities, essays) in English or Japanese, and send it to the ARCUS Studio.
*Notice*
Basic information and summary of your artistic activities should be in one A4 page and printed clearly with letters in font size of 10.5 pt or more. The length of the essays should not exceed the designated number of words.
Essential documents and items for submission in addition to the application form:
- Please attach your CV in English (typed detail profile, no more than one A4 page, print clearly and use font size of 10.5 pt or more). In your CV, please write out your experiences itemized in the following categories: (1) residence program (2) grant (3) solo exhibition (4) group exhibition (5) project (6) workshop (7) job profiles
- Materials that show your current and past activities. Please include images of artworks that have been produced in the last one to two years.
*Please attach completed list of works. (Please refer to section 3.)
The images should be submitted in the following formats:
Obligatory: still images (no more than 10 pieces of slides OR digital images)
PLEASE submit the materials in the following formats:
- Ten slides need to be numbered 1 through 10. Arrange your slides in chronological order (older work first). All the information (slide number, your name, and an arrow to indicate the top of the work) needs to be directly written clearly on the slides with oil pen.
- Digital still images must be in JPEG format only (sized about 1280 x 1024 pixels, file size of each image shall not exceed 4.0MB) saved in a CD-R. Each digital image file must be named with your name (last name and the initial of your first name) and the number corresponding to the order of the image on the list of works, putting older work first. Do not use dot (.) in your file name. Use dot (.) only to specify file extension.

- Write down your name directly on CD-R with oil pen. Any materials using presentation software such as Power Point and Keynote will not be accepted. Do not include more than 10 images on your CD-R. We only accept CD-R. For submitting the still images for the screening, any other electronic media (DVD, USB memory, Floppy Disk etc.) will not be accepted.
Optional: 1 piece of video, no longer than 10 minutes (if only still images do not suffice to describe your work). No more than 10 minutes will be reviewed for the screening. We will only accept NTSC VHS (Video Tape) or NTSC Regional code "2" or region free DVD format only.
- VCDs are not accepted.
- If the DVD does not play in the machine of the Studio Office, the material will not be viewed for the selection process.
- Completed list of works with the information on "2) Materials that show your current and past activities" such as the titles of the artworks. Please use the "List of Works"(1 sheet only) form attached to the application form. Print clearly and use font size of 10.5 pt or more.
- A letter of reference. The letter must be addressed to ARCUS Project Administration Committee and submitted with the referee's signature and date in a sealed envelope. Full name, title, organization, and address of the referee must be spelled out. The referee may send the letter directly to ARCUS Studio. If this is the case, please mention in your application that the letter will arrive separately.
- Any reference letter in the opened envelope is invalid.
- We are unable to respond to the inquiry on the arrival of the separately sent reference letters.
- 4 passport size photos (45mm x 35mm)
On sending other documents:
Catalogs of the past exhibitions and portfolio as supplementary materials for the screening will be directly requested to the each applicants if necessary by the ARCUS Project Administration Committee. Do not send any extra materials at the time of application. They will be not returned and will be discarded.

Important:
- Application via E-mail and Fax will not be accepted.
- Any application which reaches the ARCUS Studio after the deadline will not be accepted.
- Catalogs of past exhibitions and portfolio as supplementary materials for the screening will be directly requested to each applicants if necessary. Do not send any extra materials at the time of application. They will be not returned and will be discarded.
- Submitted items will not be returned to the applicant in principle. Only the additional materials sent upon the committee's request will be returned, if an envelope with return name and address and a set of international reply coupons are enclosed. The announcement of the selection result and the return of the work materials are scheduled in late June, 2007. (tentative)
- Please use the application forms provided by ARCUS Project. Any application which fails the requirements stated above will not be accepted. Please read the guideline carefully and abide by the instructions and points of concern (such as number of the images, file size, font size, words limit, etc)
VII. Screening and Announcement:
- The expected number of the artists to be invited: total 5 artists (1 Japanese and 4 non-Japanese) *tentative, final number will be decided upon selection
- The screening process will be conducted
in two stages:
Stage 1 by the ARCUS Project Administration Committee
Stage 2 by the Selection Committee
*Applications of artists who pass the first stage only will be passed through to the Selection Committee.
*For applicants from Taiwan, the first stage will be conducted in coordination with the ACC Taipei Office.
- The Selection Committee meeting is scheduled
for mid-May 2007.
- The final results will be announced
and sent to the applicants by e-mail by the end of June 2007.
- Individual queries coeriencerning the selection
process will not be answered.
VIII. Miscellaneous:
- The artist's spouse is allowed to accompany
him/her, but the length of his/her spouse's stay should
not exceed one month and the artist is solely responsible
for the expenses as well as well-being of their spouse during
the residency period. The accommodation provided by the
ARCUS Project Administration Committee is a studio apartment
house as mentioned in "V. Program Provisions."
- The Studio Office will not be
responsible for selling/dealing with artworks made during
the program, as well as safekeeping of them after the program.
- Artists are prohibited from undertaking other paid labor during the residency period.
